  Article 64-Building & Construction  
64.1 Building & Construction  
  The buildings and fixed assets represent a critical element of the quality of life for current and future generations. Members need homes, places of work, schools, hospitals and many other types of assets.  
  It shall remain a primary objective of the Nation to ensure the proper construction and safety standards are adopted for all construction so that structures that are built now and in the future are safe from damage and able to withstand the forces of nature.  
64.2 National Director of Building & Construction Systems  
  The National Director of Building & Construction Systems shall be vested with the sole authority for good management of the national building & construction standards, systems and the Building & Construction Agency operations.  
  The National Director of Building & Construction Systems shall be a direct appointment by employment contract of the President upon approval of the Senate for whatever term the President deems is appropriate.  
  The role of National Director of Building & Construction Systems of the Nation shall hold the dual position as a member of the Senate with all the privileges and power of the role. The tenure as the Senator is determined by the concurrent tenure as a National Director of Building & Construction Systems of the United Australia Free Society.  
  The National Director of Building & Construction Systems of the United Australia Free Society shall also be a member of the National Board with the responsibility of managing the day to day affairs of the United Australia Free Society.  
  As National Director of Building & Construction Systems of the Nation, this person is responsible for protecting and ensuring the best possible standards of building and construction for all the Members of the United Australia Free Society. It is also the primary responsibility of the National Director of Building and Construction Systems of the Nation to manage the Building and Construction Codes which outlines all approved building methods, designs, heritage considerations and rules for construction.  
64.3 Director Power  
  Vested by this Charter, the Director of Building & Construction Systems of the United Australia Free Society shall have the following powers and authority:  
  (a) As a sitting Nation Senator, representing the Society interests in its Building & construction Systems and reporting to the Globe Senate and Globe Council; and  
  (b) As a Member of the Supreme Board of the United Australia Free Society, having the power of one vote and representing the collective executive knowledge and wisdom guiding the Society as a whole; and  
  (c) As Chairman of the United Australia Board of Building & Construction Systems of the Society, is responsible for setting the agenda, vote and minutes of all Expert Senior Directors of regional government of United Australia Free Society; and  
  (d) As the Highest Officer in charge of the United Australia Building & Construction Agency and all its associated Agencies, being directly responsible for major strategic decisions, plans and actions; and  
  (e) As an Ambassador of the Society, is responsible for all media and communication concerning the Building & Construction Systems of the United Australia Free Society; and  
  (f) As the Architect of the United Australia Strategic Plan of the Building & Construction Systems of the United Australia Free Society; and  
  (g) As the highest Project Manager of the United Australia Projects Plan of the Building & Construction Systems of the United Australia Free Society; and  
  (h) As the Convener and Host of the United Australia Building & Construction Systems Exhibition and Conference, every five (5) years, representing the most important event open to all Society members to attend; and  
  (i) As the Author of a Primary Master Work of Knowledge about Building & Construction Systems of the Society, also being a text that shall be considered a teaching text and permanent standard Primary Text for years to come; and  
  (j) As the Nominator for the annual National Awards of one Life Award, for one man and one woman, being members of Office of any State society of a National Free Society; and  
  (k) As the Nominator for the annual National Awards of one National Award, for six (6) Men and six (6) Women, being Members of Office of any State society of a National Free Society.  
64.4 Director Limits of Power of Office  
  Vested by this Charter, the Director of Building & Construction Systems of the United Australia Free Society shall have the following limits placed upon their powers and authority:  
  (a) The men and women of a free society are sovereign and therefore ultimately holding final authority over any plans, systems, services and support concerning Building & Construction Systems of their Free Society. Therefore, neither the Building & Construction Systems Director nor any Officer of any United Australia Agency may force the representatives of a Union Free Society or National Free Society to undertake any action they do not so willingly consent as their own; and  
  (b) The implementation of direct services by any agency under the authority of the Director of Building & Construction Systems of the United Australia Free Society shall be limited to expert skills, knowledge, research, standards, testing, models, inspection, verification, training, analysis, software design, data design, media design, publications, manuals, strategic planning and communication; and  
  (c) The delivery of any service by any agency under the authority of the Director of Building & Construction Systems of the United Australia Free Society shall be limited to those services consented and agreed by the National Free Societies and also their Unions of Free Societies.  
64.5 Qualifications of Director  
  A Director may not be appointed unless the following qualifications are met by the candidate:  
  (a) That the Candidate for Office of Director is a Member of a Free Society; and  
  (b) That the Candidate for Office of Director is an existing Member of the United Australia Council of Building & Construction Systems for not less than twelve (12) months.  
64.6 Building & Construction Code of Rights  
  By this Charter, a Code of Rights shall be formed to summarize all essential knowledge of rights bestowed by the Living Law regarding Building and Construction which may be easily read and recited as an affirmation of rights, or claim of rights, as required by any man or woman from the age of twelve (12) or older.  
  By this Charter, it shall be a requirement for all men, women, corporations and other entities associated with Building and Construction and the Society to demonstrate a regular written and recited understanding and acknowledgment of these rights.  
  As the oath of rights shall represent not only the summary of all unique matters of law, but an easy device to learn, and any argument based on essential ignorance of the law regarding Building and Construction by a man, woman or corporation associated with Building and Construction shall not be permitted.  
64.7 Building & Construction Code of Conduct  
  By this Charter, a Code of Conduct shall be formed to summarize all essential knowledge of the Living Law regarding Building and Construction Systems which may be easily read and recited as an oath, as required by any man or woman from the age of twelve (12) or older.  
  By this Charter, it shall be a requirement for all men, women, agents of corporations and other entities associated with Building and Construction and the Society to demonstrate a regular written and recited understanding and acknowledgment of this oath.  
  As the oath shall represent not only the summary of all unique matters of law, but an easy device to learn, and any argument based on essential ignorance of the law regarding Building and Construction by a man, woman or corporation associated with Building and Construction shall not be permitted.  
64.8 Building & Construction Code  
  By this Charter, a Building and Construction Code shall be formed. All existing and new laws providing for building and construction responsibility shall be subject to inclusion in the Building Code.  
64.9 National Director as Living Ambassador of Building & Construction Laws  
  By this Charter, the Office of National Director holds an additional and unique honor and responsibility as the Living ambassador of the Building and Construction laws of the Society.  
  The National Director represents the legal and living embodiment of these laws in person, such that any injury to these bodies of laws also represents an injury to the person, represented by living flesh and blood.  
  As Ambassador and living representative of these laws, the National Director is bound to protect these laws from injury by their own actions or through any failure of due process or lack of respect of the law.  
64.10 National Building & Construction Systems Strategic Plan  
  The National Director shall be required to publish, within the first twelve (12) months of their appointment and every two (2) years thereafter, a strategic plan encompassing the next ten (10) years of Building & Construction Planning subject to the approval of the President and Senate.  
  The Strategic Plan must include major project development and operational development, including detailed financial forecasts and cost/benefit analysis so that the strategic use of the limited resources of the Society and Building & Construction can be clearly comprehended and improved over time.  
64.11 National Building & Construction Systems Secretariat  
  The National Building & Construction Secretariat of the United Australia Free Society shall be responsible for the administrative duties of the National Director of Building & Construction Systems of the United Australia Free Society and their reports to the National Board and The Senate.  
64.12 National Board of Building & Construction Systems  
  To ensure the good conduct of all office holders and the fulfillment of services consistent with the rules of this Charter, a permanent committee known as the National Board of Building & Construction Systems of the United Australia Free Society shall be established.  
  The Chairman of this Board shall be the National Director of Building & Construction Systems of the United Australia Free Society, and the remaining members of the Board shall be the appointed state/regional Directors of Building & Construction Systems of the Society.  
  As Chairman of this National Board of Building & Construction Systems, the National Director of National Building & Construction Systems of the United Australia Free Society shall have the power to set all agendas, dates for meetings and minutes of meetings. By this Charter, the National Board of Building & Construction Systems shall meet not less than four (4) times a year.  
  Vested by this Charter, the National Board of Building & Construction Systems of the United Australia Free Society shall have the power to veto the executive orders of the Chairman on a vote of simple majority with each member having one vote. However, the Board shall not have the power to veto motions relating to the payment of expenses and income.  
64.13 National Building & Construction Agency of the United Australia Free Society  
  By this Charter, a permanent agency shall be established for the ongoing provision and management of building and construction services for the Nation. This agency shall be known as the National Building & Construction Agency of the United Australia Free Society.
