3. National Principles
 
  Article 25- Security  
25.1 Security  
  It shall be a founding principle of this Charter that at all times the safety and security of the Society, its Members and its physical and intellectual assets are protected from harm.  
25.2 Internal security  
  The security of the Society must begin with ensuring the safety of its Members first. It is a principle of this Charter that proper local, state and national security systems shall be in place to ensure the protection of all private property and people from crime and harm.  
25.3 External security  
  The only guarantee to security from external threats is to have harmony and cooperation with immediate near neighbour nations first, followed by non-neighbour nations second.  
  Secondly, in the spirit of cooperation such threats as external very large objects and geothermal and climactic shifts are addressed together.  
  It shall be a principle of this Charter that a spirit of friendship and cooperation is extended to other nations and that greater cooperation is extended between all nations to address threats to the planet Earth as a whole.  
25.4 Agreement of non-Reprisal  
  It is expressly forbidden that the apparatus of the State/state be used in any way to inflict physical or mental harm, terror or pressure on any community, state or province to change their beliefs.  
  Furthermore, this treaty binds the armed forces of the State/state from any act of aggression against citizens of the motherland, whether or not a dispute exists between the state and the National Parliament or National Executive.  
  By this Charter, all disputes not withstanding issues of general law and order shall be settled peacefully without arms or anger.
